Price & valuation

Comparable market examples appear at the lower end of the GB commemorative cover market. Similar NATO Naval Review Portsmouth 1969 covers are currently seen around £3.28, £3.95, and about £6.00–£7.26 depending on seller, presentation, and exact cachet/style.

Estimated value for your item: £3 to £5

Because your example has noticeable ageing/foxing and no illustrated cachet on the front, I would keep the value in the modest range. That said, the clear “N.A.T.O. Naval Review Portsmouth 16 May 1969” special postmark does give it collectible interest. The 1969 Portsmouth naval review marked the 20th anniversary review of NATO navies.
